Achievement and Integration

The purpose of the Achievement and Integration (A&I) Program (MN Statute 124D.861) is to pursue racial and economic integration and increase student academic achievement, create equitable educational opportunities, and reduce academic disparities based on students’ diverse racial, ethnic, and economic backgrounds in Minnesota public schools. The A&I program focuses district planning efforts and resources on four equity criteria:

  • Access: Students and their families have access to rigorous, high-quality educational experiences, decision-making, initiatives, resources, and viable school choice options.
  • Participation: Enrollment and meaningful participation in rigorous career and college readiness and other academic programs as well as enrichment and extracurricular programs are proportionate to enrollment when disaggregated by race, ethnicity, and economic background.
  • Representation: School culture, climate, staff, and curriculum are inclusive, culturally relevant, and representative of the diversity of the students and the school community.
  • Outcomes: Efforts result in positive measurable outcomes that are not predictable by race, ethnicity, or economic background.

Eligibility

Districts eligible to participate in this program include those required to submit an Achievement and Integration Plan under Minnesota School Desegregation/Integration Rules 3535.0100-0180 and those districts with a collaborative plan on file with the commissioner during FY 2013.

Currently, 134 school districts receive funding from this program. Participation is determined by the number of protected-class students relative to the number of protected-class students in adjoining districts or schools based on October 1 enrollment. ISD 199 participates in the Achievement and Integration Program as an adjoining district.

Annual Public Meeting and Progress Report

Each year, districts provide updates on progress toward their achievement and integration plan goals, including holding a public meeting and reporting to MDE.
